Remote area residents of Ilocos Sur benefit from TESDA Skills Training

    Fort Magsaysay, Nueva Ecija – The Poverty Reduction Livelihood Employment Cluster (PRLEC) of the Regional Task Force to End Local Communist Armed Conflict of Region 1 (RTF ELCAC R1) together with the 81st Infantry "Spartan" Battalion (81IB) conducted a TESDA skills training at Sitio Kinpatubbog, Brgy. Poblacion, Suyo and So Linggawa, Brgy. Pidpid, Sta. Cruz, both of Ilocos Sur, on March 5, 2021.
    The activity kicked-off through a distribution of starter toolkits to 15 learners who underwent a training on Electrical Installation and Maintenance at Sitio Kinpatubbog.
    Said training and toolkits were funded by the Office of the Representative, Hon. Kristine Singson-Meehan, the 2nd Congressional District Representative of the province.
    During the activity, the beneficiaries expressed their heartfelt gratitude to TESDA, Rep. Singson-Meehan, and the 81IB for their continued support to the people of So Kinpatubbog.
    After the event, the same group walked for almost two hours to reach Sitio Linggawa of Brgy. Pidpid to orient the community on the installation and maintenance of solar-powered lights.
    The training was part of TESDA's Project RANNIAG which was an immediate response to the issue on the absence of electricity and its high cost. Said issue was raised during a community visitation on February 18, 2021 wherein Director Vincent Cifra, Regional Director of TESDA for Region 1, personally visited.
    After the orientation, three solar-powered lights were provided to the said Sitio. Further, TESDA also awarded 30 baking pans to the Linggawa Food Processing Association for their bread and pastry making.
    The activity was witnessed by the National Commission on Indigenous Peoples (NCIP), headed by Provincial Director Marvin C. Biligan who is also a member of the PRLEC, DZTP Candon Radio Station, and Hon. Walter A. Juldo of Brgy. Pidpid, Sta. Cruz.
    “Ang programang ito ng gobyerno ay resulta ng Executive Order No. 70 o ang tinatawag nating 'Whole of Nation Approach' upang labanan ang mga dahilan kung bakit mayroong insurgency. Narito rin ang NCIP upang mag assist at malaman kung ano ang kailangan upang maproteksyunan ang kultura at tradisyon (ng mga katutubo). Isa sa aming proposal ngayong 2021 ay ang pagbili ng musical instrument para dito sa paaralan ng Sitio Linggawa," said Director Biligan.
    Biligan further said, “Lahat po ng ginagawa natin under the program of the PRLEC, Skills and Livelihood Training, lahat po ng ito ay pinagtutulung-tulungan ng ating gobyerno para lamang po maiparating namin sa inyo kung ano man po ang nararapat at kailangan ninyo sa inyong lugar.”
    Meanwhile, Director Cifra emphasized, “Through TESDA, we provide you vocational education. Gustong makatulong ng gobyerno, kaya edukasyon ang handog namin para sa inyo, ngunit kailangan din ninyong tulungan ang inyong mga sarili, and that is what we call participatory governance.”
    Lt. Col Rodrigo A. Mariñas Jr., Commanding Officer of the Spartan Battalion said, “Your 81IB will continue to collaborate and support these kinds of activities to bring the different programs of the government to the people in the far flung areas in the province of Ilocos Sur. This is our advocacy, to bring the government closer to the people and help it to look after their well-being.”
    The Commander of the 7th Infantry Division, Philippine Army, Major General Alfredo V. Rosario Jr., cited the importance of delivering government services to the people as part of the "Whole of Nation Approach" in solving the root cause of communist armed conflict in the countryside.
